In 1895 the Park by-laws were as transcribed below.
By-law 7 mentions bowls, but doesn't make it clear whether there is a bowling green at the time of publication.
By-law 18 is interesting:
"No person should beat, shake, or clean any carpet, drugget, mat or rug within the Park"
A drugget is a course woven fabric used to make floor covering. The Company must have had good reason to introduce such a by-law.
CONSETT PARK
BY-LAWS
The following bylaws are ordained by the Consett Iron Company, Limited, the owners, for the management and regulation of Consett Park, and of persons resorting thereto, and the use of the Park is only permitted on the express condition that these By-Laws or any other Bye-Laws to be from time to time ordained and published by the Company be duly observed, and every person should be deemed to have the permission of the Company only on such condition and not otherwise:-1. This park shall be open to the public every day from eight o’clock in the morning to five o’clock in the evening, except between the 1st of April and 30th of September, during which period it should be open from six o’clock in the morning to ten o’clock in the evening.2. The time of closing should be indicated by ringing the bell, and all visitors should leave the park immediately thereafter.3. The company reserves the right of closing the Park, or any part thereof, on any days in the year, and of charging and allowing any person or persons to whom the exclusive use of the Park may have been granted or let for any given time to charge for admission on any of such days, such sum as the Company may think fit, provided that the Company shall give three days’ notice at least, by placards on the entrance gates4. No person shall enter except by the ordinary gate or gates.5. Persons carrying large baskets or packages shall not be admitted.6. Children under eight years of age shall not be admitted unless accompanied by an adult person.7. The Company may from time to time allot and set apart the exclusive use of certain specific parts of the Park, to be fixed and defined by the Company, to distinct and separate persons for such period or periods and subject to such regulations as they may think fit, and to alter, vary, and change the same from time to time, in order to enable such persons to play at croquet, bowls, lawn tennis and other similar games on the ground so to be allotted and set apart.8. The company may from time to time fix, alter and vary the hours of admission to the park for the purposes aforesaid : and also if they so think fit, fix reasonable charges or sums of money to be paid for the use of such ground for the purposes aforesaid, or of them.9. No horse, cart, carriage, bicycle, velocipede, wheelbarrow, truck, or other vehicle other than perambulators and invalids’ chairs should be allowed to enter or be brought within the park except by the Company or their authorised servants.10. No dog or other animal except a horse or pony of the Company, or their authorised servants, shall be admitted, or be in the Park.11. No person shall bathe, wade or wash in any water within the Park; and shooting and the use of catapults, throwing stones and snowballs, and fishing, are strictly prohibited.12. No person shall, except on the place allotted by the company for that purpose, and subject to such regulations as they may from time to time make, play any game whatsoever.13. No intoxicated person, and no person attired otherwise than in a decent manner, should be allowed to enter or be in the Park.14. The committing of any nuisance within the Park, and use of profane, indecent, offensive or insulting language or behaviour, interference with other persons. gambling and soliciting alms are strictly prohibited.15. No refreshments of any kind should be hawked or sold within the Park, except in the rooms, buildings or places set apart by the Company for that purpose, and no person shall smoke in any building within the Park.16. No band of music or musical instrument should be allowed to play in the Park, except by permission of the Company and subject to such regulations as to time, situation, or otherwise, as they may appoint.17. No person shall walk upon, interfere with, or injure the flower beds, borders, shrubberies or plantations, or get over any fence, or pluck any flowers or leaves, or take or disturb the nest or eggs of any bird; and no person should go up on any grass where a notice is placed requesting persons not to go up on the same respectively.18. No person should beat, shake, or clean any carpet, drugget, mat or rug within the Park.19. No preaching, lecture, or public discussion on any subject, and no meeting for the purposes of making any political or religious demonstration, or of holding any religious service should be allowed in the Park.20. No person shall commit damage to or takeaway or destroy any tree, shrub, plant, flower, animal or fowl; or cut, mark or otherwise injure any building, bridge, fountain, seat, railing, fence, notice board or other property within the Park.21. Every person not being aged or infirm or a female using any seat which has been provided for aged and infirm persons or females, shall leave such seat when requested to do so by the Park Keeper.22. No person shall in any part of the Park sell or offer or expose for sale or let to hire or offer or expose for letting to hire, any commodity or article unless in pursuance of an agreement with the Company.23. The servants of the Company on duty in the Park are hereby empowered to enforce these By-Laws, and to exclude from the Park every person infringing any of them.Any person found wilfully damaging, destroying, or stealing, and tree, shrub, plant, flower, animal or fowl, or cutting, marking or otherwise injuring any building, bridge, fountain, seat, fence, palisading or other property within the Park may be taken into custody by any Park Keeper or other servant of the Company, and dealt with according to law (This authority is given by the Act of Parliament, 24th and 25th Vict, cap 97 sec 61.It is earnestly requested that all persons using the park will, both by example and otherwise, assist the Company's servants in procuring a proper observance of these By-Laws.
